ABOUT
Clara Reilly and Emma Groves
Founded in 1984, The United Campaign Against Plastic Bullets was established by Clara Reilly and Emma Groves (Emma was blinded by a rubber bullet in 1971), and the bereaved families of those killed by plastic bullets, following the killing of John Downes by a plastic bullet in August of that year. The campaign put the question of the use of these weapons at the heart of policing until 1998 and then the policing reform discussion in the north of Ireland. UCAPB continues to raise awareness of the lethality of plastic bullets and demands the cessation of their use by the PSNI.
